Sunderland Conservatives are in favour of a Council Tax freeze and are urging the Labour Group on the Council to take up the offer.
The offer comes after three successive years of Council Tax freezes funded by a government grant passed on to councils.
With residents' satisfaction rising it is clear that councils can make savings and protect frontline services without a tax rise.
A Council Tax freeze would also support retail in the city centre by putting a few pounds back into people's pockets.
